For simple patterns that can be tied in a few minutes, it might be feasible, but I don't think it's a technique that applies to every pattern style. I'm with you 8T, for me when working with deer hair, the scissors just get in the way if I'm trying to comb and stack. Besides I've had CTS surgery on both hands from 25 years on a computer keyboard and trying to hang on to material and multiple tools at one time just makes the tying session end sooner or tying quality gets affected.
