FWIW - I own four different brands of wading shoes: Chota, Korkers, LL Bean, and Russell. All four brands have a certain amount of leather on them. All four brands shrink when they they dry. All four brands require me to wear a size LARGER than my street shoe size. Other brands may call for you to buy the same size as your street shoe although if you have a wide foot, that whole theory goes out the window IMHO.

The other sticky wicket is if you wear a 1/2 size street shoe. Some manufacturers will say buy ONE size larger that your street shoe size but they only sell shoes in WHOLE sizes. So if you are a 10-1/2, that means an 11 may be too tight except when brand new and a 12 may be too loose when brand new.

So like everybody suggested, do your very best to try on what you plan to buy while wearing what your plan to wear it over, even if means ordering something and sending it back if it doesn't fit. Remembering, if the shoe has leather, it WILL shrink.
