As you've probably gathered by now the answer is it depends on a lot of factors. You can probably cast a slender unweighted #2 streamer with either of those rods but a lead eyed heavily dressed sculpin would be a challenge even for an experienced caster. They should handle most any normal dry fly dry comfortably but will require some effort to control big hair bugs especially after they have soaked up some water. For what it is worth I would not take one of those rods out if I planned on fishing heavily weighted flies or flies bigger than about an eight dry fly. If later the need to do either came up for a few casts I wouldn't go back to the car and change rods either. It's less a matter of what the rod can do (after a fashion) than what it is designed to do pleasurably.
