My old Oklahoma liscense involved nothing more than a piece of paper with a carbon copy. I think in OK it's done by your drivers liscence number, which usually happens to be your social security number.

My new Florida liscense operates on drivers liscense number, AND social security number. If you lose your liscense, I was told that you have to go to your county's tax office with your social security card and get a duplicate copy of your liscense.

I don't know if anyone can look their info up though, I've never tried.
