Default Guide size question not FF

I have an older St. Croix Premier spinning rod. One of the guides have lost the insert last year. Not a major issue but I would like to replace it. The guides are sized by diameter in mm as far as I can tell. My question is which diameter. Outside diameter of the whole thing, inside diameter of the insert? This is a guide towards the tip top so even one milimeter will make it "off".

Ceramic guides are measured from outside the edge of the ceramic ring OR inside the metal frame, whichever verbiage you prefer.

If you will simply place a call to St Croix technical support and provide the model number and the guide location (e.g. 2nd from tip), they will be more than happy to give you the product code and possibly even send you a free guide to rewrap. Their tech support is the best in the industry, hands down.
