Green Leaf Hopper:

Grizzly hackle on a standard dry hook with lime green mallard flank.

You can use similar feather that's dyed green. Unfortunately after handling the feathers the "green" comes off on the fingers. Next time I'd use green mallard quill instead to get a more desirable effect.
