So I'm thinking of coming. Where exactly are the skyway flats?
The Skyway flats are on the approaces to the Sunshine Skyway between St. Petersburg and Manatee County FL. The best areas for easy wading have historically been off the north rest area exit. The flats are bisected by the highway and there is fishable, wadeable water whether the wind is onshore or offshore. There will be wind, make no mistake.
On a good day, when the fish are not biting, it is fun to cast for para-surfers. You can catch them with an 8 wt and a large Clouser if the wind is at your back and strong. If you have to cast into the wind, I'd defer to Flats Dude's choice of a 9 wt.

Stev..the best thing about catchin' para-sails is the catch and release thing. Keep the board, mount it in the garage and release the sail-boarder to fight another day!
Okie...very pretty waters over there! The whole area is beautiful, and the company that would be with you is exceptional!
I don't know about catch and release, Gary. I love the surprised look on their faces when they are mounted just right over the fire place.

If we're casting to para-sailers & jet skiers I'm gonna have to consider an acquisition of some #50 gel spun backing, or Power Pro; and just got new dacron backing for the tarpon reels. AAAARRRGGGHHH!!! Maybe the Cajun Anchor will double as a harpoon ????
If you catch a para-sailor that's bleeding a little, do you keep it or throw it back?
