Brown Hackle Fly

He may be referring to the Brown Hackle Peacock. I use it as a Grannom emerger in the spring tied on a size 14 hook. I just make a peacock rope and wrap it to a about 3 eye lengths from the hook eye. I tie on some brown hackle and make 1 to 2 turns and tie it off.
