D.Bob, couldn't possibly be a Red Green design. Look closely, it actually does float and, as you correctly observed, no obvious use of duct tape. Definite clues

I would like to add that your Pontoon Boat looks just like Lotech Joe's Chair he used at the WA Fish-In a couple yrs ago, only your's has floats.
