I posed a similar question to one of our state's fisheries biologists last year. He told me that when walleye in our eastern Nebraska impoundments finish spawning along the rocky dam faces in the early spring, they move to shallow flats areas to feed on tiny red worms that emerge from the mud about that time. He thought that post-spawn feeding binge would be my best bet for walleye on a fly rod. I'm definitely going to give it a try this year.
