Keep in mind that adhesives tend to "stiffen" the action of bunny strips. The hair and hide both need to be completely soaked with H2O for them to undulate properly.
I personally like to glue both strips together all the way to the tail -- but not with a continuous smear of adhesive. I use very small dots of super glue gel spaced at 1/4" intervals. Not sure if this is the ideal adhesive, but it's quick and holds very well. Just don't "connect the dots" or your bunny will be stiff as a board.
