I would enjoy a water foul hunt with you. Your ethics are sound and so is your judgment. Pennsylvania defines the taking or keeping of fish and game as "in possession of". It is unlawful to take fish or game away from a person that has legally harvested said fish or game. It is also unlawful to harass any hunter or fisher here.

One thing that gets ticklish here is the fact that we have three separate entities enforcing two separate codes. In the past there were times when these agencies bickered bitterly over who had jurisdiction over who and what. Then you had the state police and federal wardens enforcing their end of the law as well.

I agree with you that it is up to the guide to lay down their rules before hand to the client and conduct themselves in a professional manner. There is nothing more disgusting than obnoxious clients or guides. Guides are supposed to be professional and make the outing fun. Turn violators of the law over to the proper authority and let them handle violations of the law.
