Usually a set straight out the ferrule cannot be corrected without working with the ferrule itself. Steam and heat bending seems to work only on sets beyond the ferrule. I warm my tips being very careful not to ruin the glue or weaken the tips ability to recoil (early on, I ruined a tip on a South Bend I was restoring by heating it too much, which caused it to become as limp as a noodle). Usually, and I learned this from a mentor and Michael Sinclair's fine text) I gently heat the tip and straighten it, then roll it on a flat surface to make certain the set is out (this is difficult if the wraps are on). I then take a clothes pin and hang it in my shop. Hope this helps some.
