Now is the time to find ponds to fish. Think about promising interstate and farm ponds or quarries that you've seen, call or drive over and get permission to fish them. Like the others said, rivers are darn near impossible (and maybe even dangerous) to fish in these conditions.

If you can get access to a few more ponds, you'll never be without a place to fish in any conditions. I have a couple great smallmouth streams nearby, but when they're high and muddy I hit the ponds.

Another option is state park and other public fishing ponds and small lakes. Even though they are pressured by conventional fisherman, the fish will take softly presented flies. My brother owns a campground with a nice fishing lake. It gets hammered daily, but I'm the only one who fly fishes there or cares to wade to the difficult access spots.
