You do not need a personal floating device of any kind on a stream that size. You can cast to all the water from the shore if you have the back cast room.

I would not be happy to see someone floating through the water I was fishing on a small stream like that.
I may not know much about pontoons but do know when a river can more easily be fished from the bank. This river is probably much wider than 30 ft in places but the majority of the river section I fish has very high banks with deep water. There are actually only a couple spots where you could even get to the water from the bank without jumping in. I have caught tons of smallies and panfish from it over the years from a flat bottom boat or canoe, just wanted to try something new.

I would not be happy to think you owned and made the rules of my local streams.
