Lighter Side Answer: It's Gotta be Charlie Moore

I read recently in a Geirach book about those fishermen that you fish with that somehow always seem to catch more/bigger fish than yourself when you are both using the exact same tactics. When these fishermen are asked what it is that makes the difference, most of the time they are unable (not unwilling) to tell you what it is. I would say those are the fishermen that are deserving of being in a 10 Best, or at least it is a criterion that must be added into the overall vote.

If that weren't the case, I would simply take the top 10 placed anglers at the World Championships in Portugal as my top 10. They surely have earned the right to be called the '10 Best' until Finland later this year.
