Sharpie would work, but traditionally, the effect is acheived by taking sections of different colored feathers and marrying them together (exact match of barbules, as you said) to form a single, multi-colored wing. It's how they get those gorgeous wings on traditional Atlantic salmon flies.
If it swims and eats, it'll eat a fly.
