First you 'make' or manufacture the hooks. They are in a big pile of hooks, all 'hooked' together (forgive the intended pun).

Next you have to 'assemble' the PACKAGES of hooks, that is, untangle them, count them, place them into a container. The box/bag/whatever container needs to have a lable of some type with information about what is inside. All of this requires quite a bit of 'hands on' work that is simply much less expensive to do someplace with low labor rates.

Obviously Matzuo finds that it can manufacture the hooks in the US, then ship them out to and back from China for the packaging cheaper than they can do that here.

I do find that 'assembled' and 'packaged' seem to be redundant in this instance, however. Not surprising, though, as it's likely that the packaging was produced in China, and how things get 'worded' can be funny sometimes due to the dissimilarity in the construction of the two languages involved.

More importantly, are they good hooks? Are they a fair price for what you get? Are you going to tie flies on them? Enquiring fly tiers want to know....
