Hans' answer is excellent. I also think that a simple answer might suffice, depending on the quality of the marabou:
If you look at a good marabou blood feather compared to the length of the hook shaft, you may notice that the correct length of the marabou from the tips toward the base might not ever get as far back as the quill at all. Hrmmm... so easy to see, so hard to explain.

Consider....if you leave the barbules on the quill and tie it in you are likely going to get less motion then if the quill is not there
