I think one of the reasons that Matagorda is good is due to the mud. It warms up well and retains heat. So if you can find mud, maybe you'll run into a gator trout willing to take your fly. Baffin should be good to amongst the shallow mud bays and rock. Just be careful with the rock though (actually they are fossilized remains).

Just maybe you'll beat Bud Roland's world record speckled trout caught on the fly that was 37" long and 15+ lbs caught in the lower laguna madre. The previous world record was caught in Baffin and was 13.7 lbs so maybe you'll get lucky.
