when you are tying in a tail it is important to keep it in proportion as it is the tail, as well as that hackle the will support a dry in the surface tension. When tying a parachute I usually use only 10-15 fibers for a saddle hackle and then measure them out against the hook shank. The saddle hackle part is important as the fibers don't interlock to create clump.
