Are streams the only acceptable water for fly fishing? It's OK if they are, I'm just asking because there are lots of lakes much closer than the 3-4 hour number you mentioned.

Putah Creek is less than 3-4 hours (unless traffic really sucks) but make sure you clean your gear afterwards (New Zealand mud snails).

The Yuba, lower Sacramento River, some places on the Delta (guides available too most likely)...you can get a decent fishing report weekly from the San Jose Mercury News' web site. Here's the current report (updated on Thursdays, current report should be free):
