In my experience, the best epoxy to use for fixing delams or for cementing ferrules for bamboo rod repairs is golf club maker's epoxy. You can buy it from Golfsmith or any golf club making supply...

There's a difference between a split and a break. A split can be somewhat(?) easily repaired. A clean break may be considerably more difficult to remedy and may require extensive surgery...

Regarding the split/delamintion in your tip section:
Remove the varnish from all six flats around the damaged area.
Use some sewing needles or pins to pry and hold open the delamination....
