That thing looks like it has a high chance of foul hooking.

Actually every fish I caught using this fly took the front hook. and only 1 time did the 2nd hook stick into the fish.

Why wouldnt it be considered a "fly"?

the hook size is 16.
the body is flexible, yet stiff. does that make sense at all?
