That reminds me of the Burlap Caddis. It just needs some legs. I ty the Burlaps in #14-20 and add either a thin collar of black spiky dub or a sparse beard that barely reachs the hook point.

Swiss Straw is another option.
Have you tried using the Marabou as the tail, tying the tail and abdomen like a Pheasant Tail Nymph? I do this for Hex and Isonychia nymphs and it makes a killer breathing and tail wagging fly.
