A 38 inch carp is huge. I mean monstrous. The fish in the picture above weighed 31 lbs and I don't think it was 38 inches. That must have been a monster carp. Would love to see the pics of that...
I fish a 7 wt for the most part. I use my 8 from time to time but my 7 is more fun to cast!

From what I have heard the south platte carp are pretty finicky. You might try a San Juan worm...I know one of my CO buddies does well on his version (the trouser worm). you can check his pattern...

I just got back from lake MI as well. We found the carp but the wouldn't eat. Caught 11 in four days...really tough with so many fish around. We slayed the smallies though. Lake MI is an awesome...
I use a basic soft hackle out here, but after fishing for carp in a few different watersheds, they really key in on the main forage. out here, that is nymphs and clams.
