What I believe happened is that the Walmart clerk found a chart that shows what the non-resident fees are in each state. Apparently, Maryland DNR includes this chart to show how low their fees are...

I don't understand that chart. I'm a New Yorker and was fishing in Maryland just last week. I went to a Wal-Mart to buy my license. The clerk pulled out a chart just like the one you referenced...
