your line is dirty &/or water is seeping into the knot area to your tippet....
clean your line... warm water & dish SOAP NOT DETERGENT!!!

I think it depends on the type of material your coat is made...
wax is great for waxed cotton (Filson for example) coats...
there are other repellents for other materials.
