Are you finding carp near a warmwater influent?
There are 2 dozen lakes in NYC. I caught this carp in the main lake in Central Park ( park has a pond with small mouth bass too). yesterday the temperature was in the fifties here. no ice here, yet. but next month this time I expect to X C ski in the parks.

All winter long! ON WHAT!! what are you using to get carp this time of year? Im truly impressed
I've got them 12 months of the year here in WI... Usually will throw a smaller sized crappie candy (size 10 or 12) in olive or foxy clouser with black lead eyes. Some fish will stay shallow, even in the cold. If you can present to them, they will eat. Seems like when we get a break from the cold, they will run down streamers or anything. In general though, something that moves and breathes without you having to move it a lot will be your best bet.
