Are there flats fish in the Phillipines? I have a good friend who's going over there for Peace Corps and I'm trying to find out some info so that maybe I can go visit in a year or so. Anyone been there? He's going to be in the Northern parts.

There are flats, pumps, boots, slippers, sneakers and all sorts of other footwear in the Phillipines. Just be carefull of the armed guards.

The fishing there is for the most part pretty tough. The locals survive by catching what they can so their families can eat. Fisheries laws/regs are completely ignored and in the areas I've been to the locals pounded the water hard.
I'm not sure about flats in the northern parts but the areas I've been to, around Palawan offered no flats and few shallow areas. The snorkeling was outstanding with all the small reef fish and there were some large gamefish but mostly only inside heavily patrolled preserves. Underwater visibility ws averaging 65 METERS!! when I've been there.
Grouper, Snapper, Trevally (including the massive GT) and Barracuda are around in some numbers. Offshore/bluewater fishing up north can be excellent for Tuna and Billfish but most captains want to kill everything they catch.
You need to be VERY, VERY, VERY cautious when over there. When I travel there I have a hired driver and only stay in heavily fortified hotels. The rebels are loyal to AlQueda and kidnap Americans and Europeans for randsom money to fund weapons purchases.
I have had car bombs go off within a couple blocks of my hotel and had abductions take place within a stones throw of us. Also lots of highly venomous snakes there, both in the sea and on the land so you need to keep your eyes open.
I have to go there for business. I would never go there for pleasure or a vacation. There are far safer options in SE Asia that offer excellent fishing and peace of mind.

Make sure you get all the shots offered and then a few more. Take a huge supply of penicillin and anti-malaria drugs. Take 4 very loyal, very mean, armed bodyguards. Take a vow of celibacy. And leave your fishing tackle at home.
