Anything that looks like a minnow will work on them. Also try the Copper Head on a 1/0 ( http://www.theflyfishingforum.com/fo...opperhead.html ), Clousers in bright colors are also popular flies for Flounder on Cape Cod.
I agree, any jig type fly will work. Try to match the color of bait fish. Let them bounce along the bottom as you slowly retrieve.
Keep your hooks small and sharp...
And use a net when landing flounder, as they often grab the fly in their teeth and the hook does not ever get a purchase. Therefore, without a net, when the flounder gets "to hand", it will just open its mouth and you'll lose the fish...
I catch them on Clousers, but just as an incidental to trout and other target species. Keep the fly near the bottom.

Clousers, wolly buggers, rattle rousers, bend backs and spoon flies work well. One key to getting a hook set in a flounder is not to set the hook until you have taken up all the slack line (slowly) then, strip strike while sweeping the rod parallel to the water.
Where I fish, anything that's on the bottom and white works well. An all-white Clouser in #4 works is my choice most of the time.
An all white Clouser with silver flash is about as good as anything.A black/orange Clouser with copper flash is a very good one to throw also.I have good luck with decievers in all white and olive/white too.

Our steroid flounders, halibut, like bunny leeches stripped along the bottom. We usually don't mess with flounder and sole much. We do catch them while fishing river mouths for salmon, especially silvers later in the summer.

This is an interesting discussion. I have a 7 wt and I know we have populations of winter flounder in the area (Massachusetts). What type of structures and depth do I fish to catch these fish? Where are there good populations along the MA shore?
I have caught them in Pensacola and Port St. Joe using, as most folks, Clouser Deep Minnows dragged along the bottom on a full sinking line. I remember the best colors for me were tan, olive, and white. I've only done it a few times though, so listen to the people who live it.
Shrimp and crab patterns fished on the bottom also work. A Texas pattern known as "Cypert's Minnow" works well for them.

When I fish the Texas Gulf Coast around Galveston, I find that a MOE fly (Mother of Epoxy) in amber works well. Mark Sosin and Lefty Kreh are also fond of the MOE for Permit and it is the staple fly for Caribbean guides for Bonefish, Permit and Mangrove Snapper. With slow strips, it will bounce across the bottom with the hook up and I feel you will be happy with the performance.

I prefer bendbacks or a lightly weighted Clouser unless the current is really strong as I want the fly skimming over the fish, not bumping the bottom. Since these fish are always looking up, I use a lot of anything white on the bottom and my best thus far was a light olive and white in both Clouser and bendback.
I fish a lot of bend backs and clousers.
usually olive /white-all white-chartreuse/white
- tan /white in #1 and 1/0
like the black/orange thing ,may have to try that.
