So, if a guy buys the hide in Canada and brings it to the US and tries to sell it and gets caught. If he pays for his crime, why doesn't he get to keep the fur? If he has to give it back,where is the crime? Folks embezzle $$$ and get caught, spend a few years in jail and come out rich! Perhaps that's it,,, steal PB fur in Canada, confess in the US of the crime, go to jail,,, get out and start selling it off!!! Same thing?
