Multiple monitors require different set-ups. I have one set-up at work, and it takes a different configuration. Maybe it's the way he has things set up because it does require some fine-tuning. I'm sure your friend thinks everything is set up correctly, but Mozilla is not the problem of downloading.
Now there is sometimes a case where the sys admin guy on the other end blocks certain things. It can be done, but not very often. The main reason to put something on the web is access. Blocking servers from certain browsers doesn't make sense, but it can be done for whatever reason.
Many years ago, when IE didn't have so many exploitable holes, I would have trouble accessing a UK server. It would hang up. Then I would switch to another browser, and it would access fine. But, then again, the term "hacker" was a good thing and simply meant programmer.
Just rambling thoughts on a rainy morning waiting for tea to steep....

Good idea! A lot of people forget simple clean-ups like dumping cache. I do a clean-up EVERY time the kids use my computer for school work if they need the 'net. (I'm not crazy enough to network their computer to the ones I have.) I clean couple times a week regardless of what I do or where I go.
There are also other things to do to make a computer run easier. A lot of things clutter a drive, and there are some great sites out there to help anyone from novice to expert.
The BEST thing anyone can do is get couple of good anti-virus and good spy-ware products, use them often, and always UPDATE. (My sister bought Mcafee and never thought to update definitions.)
Remember, one product does not do it all. We have two types of anti-virus and three anti-spyware. Each one looks for things a different way. I have often had a case where one will catch a fragment of something where another wouldn't.
In the computer world today, you can't be too paranoid.
