Is it a little black stone? Maybe. A tiny, dark caddis? Sure. A midge? Why not. Hell it could probably even pass for a little flying ant. Not all attractors need to be big and foamy! ;)

Looks like one of those all purpose flies that catches fish in a wide variety of conditions.
