That's just the first paragraph! :( Everything evolves from mistakes of the past, but changing the Hatchery System will require a LOT of $$$. Maybe we should do what other Countries have done and declare a moratorium on certain fishing and raising inferior fish to mix with the wild fish. Having a NO KEEP policy on wild Steelhead isn't going to be the answer.
Doug
