Check with a livestock Veterinarian, local riding academy, seriously............ Take a drive through the country until you spot someone with horses and stop and ask!?!
I know they used to use horse tail instead of stripped quills for quill body type flies.
Woops, I misread that. As to sources, I would assume that there is not a horse nearby if there is difficulty obtaining it. I wonder if it can be shipped overseas (horse flu?) coz my horses have plenty.
dont use much horse mair myself but when i do need some i get it from the local large animal vet.. free of charge...
I am not actually looking to cut the hair from a live horse or knock on a strangers door and ask if I can cut the mane off of their horse.
Horse tail hair is readily available, sold and easy enough to find. Horse mane on the other hand for some reason is not.
I will keep the vet in mind.

Only thing I can think of is the wing for Bunyan Bug's!...Been keeping an eye out myself for anyone owning a horse of light colored maine around here for just that purpose...

Seems I need to get a licence though to export any hair or hide to the USA, otherwise could of helped out here.
By the way, I think it is a shame that I cannot help out, not that there are (sensible) rules.

Try Crazy Crow Trading Post for horse hair. They also have all kinds of fur,tails and whole hides.
