I dont make rods so this is an uneducated suggestion, If this is just cosmetic you could you find thread the color of the blank and not use preservitive when you finish which should then make the wraps almost invisable and cover his mistake area? I wouldn't want to buff the rod for fear of weakening it.

Them markes are actually epoxy scrape it off with your fingernail then with some rubbing alcohol. It will look better trust me Im in the process of rebuiling my b2x right now

Rewrap it the way you want it, when you put on your epoxy (I suggest Threadmaster) extend it down to cover the grooves. You might want to wrap some masking tape where the grooves end and use fine (white) Scotch bright to scuff it up. It should turn out just fine.

Hey, guys--thanks for the info. I found a way to deal with the problem. After scraping off the old finish with my fingernail, I still noticed some very fine marks. I removed those with Meguires auto cleaner and swirl remover (NOT at polish). Now the old luster is back and ready to rewrap.
