I'd have to say Minnesota, because of all the water and variety of species they have. If we were including provinces, then I'd say Ontario and it's not even a close contest for me. You can catch anything there and there's sooooo much water to fish.
For me, it's OHIO!!!...
A great variety of quality warmwater species & water types (lakes, ponds, streams/rivers) available, but most of all...........
When I'm done fishing (IF they're not with me), my wife, kids & grandkids all either live with me or are "huggin' distance" away in Canton when I get home!!

Great Lakes States due to the huge variety
of waters and species. Michigan Would most likely be my first pick amongst them owing to the fact that it includes both upper and lower Michigan and has so much land boardering the Great Lakes. The fact that it had more land open to public recreation, more State and Federal public lands than any state east of the Mississippi as well as Minnesota even with it's enormous Superior Natl. Forest doesn't hurt either.

Of course, I have to say Vermont. I am surrounded by Lake Champlain so travel time is zilch. I would, however be glad to compare my current home water with everyone else's. Give me a few years!
I thought they said Warm Water State? Minnestota?
My vote for warm water fly fishing goes to Florida, hands down, with Texas running a close second. Relatively warm all-year-round with huge, mean fish ready to cooperate. Heck, in Florida, you can catch fish in a rain puddle by the side of the road. That's the fishest place I've ever been. I'd probaly re-locate there if I could.
Semper Fi!
Iowa. Because I live here now.
Texas. Because I lived there then.
